chore(protobuf encoding): support JSON field names option

Summary

• Support JSON names when encoding values to protobuf
• Required by feat(opentelemetry sink): introduce otlp encoder  vector#23850

This could be exposed to the VRL function as well, but I have no need for this and no one requested it so far.
