Choosing non-existent combinations messes up filters

Describe the bug

Choosing a filter combination which ist empty (""^^cube:Undefined) messes up filter combinations in edit mode

Steps to Reproduce

1. Copy and edit this chart: https://int.visualize.admin.ch/en/v/5dpRLYkGGJbm
2. Change the filter to something without data (like synthetic gases)
3. Choosing it, will not update the chart

Expected behavior

The Behavior should be like this from PROD (that is, I actually realized, that the filter in the header doesn't change, it should)

Hi @Kronmar-Bafu, thanks for reporting the issue. In fact, it was a different problem with cascading filters behavior that I managed to fix – as the filter values that would result in no observations should not be selectable at all.
