This PR fixes the cascading filters behavior by making sure we don't exclude the last filter in the filters list. Previously it was enabling the selection of non-existing combinations which defied the point of the cascading behavior.
How to test
Solid waste disposal.Synthetic gasesgroup is present, as it would yield no observations if selected.Synthetic gasesgroup and that after selection, the second filter is re-loaded.
