Closes #2466

This PR fixes the cascading filters behavior by making sure we don't exclude the last filter in the filters list. Previously it was enabling the selection of non-existing combinations which defied the point of the cascading behavior.

How to test

  1. Go to this link.
  2. Change the first filter in the left side panel to Solid waste disposal.
  3. ✅ Open the second filter dropdown and see that no Synthetic gases group is present, as it would yield no observations if selected.
  4. Drag and drop to change the order of the filter, move the second one on top.
  5. ✅ Open the first dropdown and see that you can select Synthetic gases group and that after selection, the second filter is re-loaded.
