Remove Internal Bounds Transformations for Primitive Quadratures

#35 pointed out that the bounds transformations from the "natural" bounds of a quadrature should be decoupled from the quadrature implementation to reduce code replication. This will require two steps:

• Remove existing bounds internal transformations in the GC quadratures
  • fixed in Modularize Radial Quadrature Generation #27 SHA 44e6c97
• Add accessors to the "natural" bounds of a particular quadrature to dispatch subsequent bounds transformers.
