Localize shortened time/date format

NSDate+StringFormatting should be enhanced to support different date formats for different locales and languages. It's used in the Reader.

@astralbodies any ideas on how to do this? The NSDateComponents approach sounds like it could be slow-ish. I know NSDateFormatter was.

I've found http://momentjs.com does an interesting job at translating relative dates

The creation of the NSCalendar & NSDateComponent instances are really the slowest part of the process. If we can cache the instances for the duration of the operation(s) it should improve performance considerably. NSDateFormatter is the same way, however it's harder to cache one of those in many cases because time zones to interpret string to date frequently change when dealing with API calls.

We can change the API and have it send an UTC timestamp if that'll make relative dates easier

I think at a minimum we should be localizing the characters used to represent days, hours and minutes.
