This should fix #883. Edit: it actually makes no sense to report CI success on branches. Only do this for main. And only if this is on a non-fork.

Skip Datadog test report upload for fork PRs by restricting the JUnit upload GitHub action to only run on the main branch of the xmtp/xmtpd repository

Adds a conditional statement to the Datadog JUnit upload GitHub action in .github/workflows/test.yml that restricts execution to only when the repository is xmtp/xmtpd and the git reference is refs/heads/main.
