Free Miner Engineers unable to upgrade mechs #11477

Short Description
Despite the ID upload being unlocked, I was unable to upload my ID to my Ripley, therefore being unable to take out parts and upgrade it.
Reproduction
- Join the round as Free Miner Engineer
- Make Ripley
- Unlock ID upload panel
- Use ID on mech
- Access denied
Round ID
Round #35343 , timestamp 0:53:23 or so (you can see I use the ID to no avail, enter the mech, unlock the panel, and get same error).

The specific issue is that, when I use the ID, I get "Invalid ID: Access denied."
