Intent of your Pull Request
Free miners use mechs and borgs, but don't have access, this adds an upgrade that spawns on the free miner ship that changes the required access on a borg, and mining mechs now allow free miner access.
Why is this change good for the game?
Free miners need to be able to lock their borgs and add op key codes to their mechs, currently they cannot lock their mechs unless they use a DNA lock.

Briefly describe your PR and the impacts of it, in layman's terms.
Adds a cyborg upgrade to remove access from NT roboticists and gives access to the free miner engineer/captain, this upgrade is not consumed and spawns in the engineer's crate. Adding the upgrade will require the borg to unlock themselves, preventing free miners from hijacking station borgs.
Gives free miners access to configure mining mechs.

All mining mechs include free miner mechs on their internal access, and the upgrade changes the borg's id requirement to free miner engineer.
