Ionising Cellular Emission STILL broken #13868

Short Description
Ionising Cellular Emission still doesn't deal any radiation damage, even though the changelog says it was fixed.
Reproduction
- Give a virus Ionising Cellular Emission
- Infect yourself with it
- Nothing happens
I've tested it multiple times and even used a Geiger counter to check. The virus deals with no radiation damage, and Radioactive Resonance is never triggered.
