The buttons to disable alternative station announcers & balloon alerts don't work #15589

Short Description
I clicked the button to toggle balloon alerts, and nothing happened. Same with the alternative station announcers button.
Reproduction
- Open the "Setup Character" menu
- Move to "Game Preferences"
- Click "Disable balloon alerts: [Enabled]"
- Still says "Disable balloon alerts: [Enabled]"
- Balloon alerts still active
