Vampire(non-bloodsucker) will not trigger despite having needed blood and off-cooldown. #18286

Reproduction:
Details: Vampires seem to experience a bug where they looping cooldown of abilities even when it's off cooldown and with the enough blood to utilize. This also seems to break how much usable blood they have displayed too.
