I've created a requirements file for easy pip installs.
We can then use this for creating the Docker image also.
"pip install -r requirements.txt"

Why did we add another virtual environment? And should we start following the convention of using env (i.e. env -> env35) to make it clear what the expected versions are?

I'm now using the env virtual environment so no need for the one I added.
Do we need env27/ in the .gitignore?
It's possible to use the -p option in virtualenv to specify which version of python you want to use.

Command
az quantum workspace create : Creates a new Azure Quantum workspace.
Command group 'quantum' is in preview. It may be changed/removed in a future

Arguments
--location -l : Location. Values from: az account list-locations. You can configure

--resource-group -g : Name of resource group. You can configure the default group using az configure --defaults group=<name>.
--storage_account -sa : Name of the storage account to be used by a quantum workspace.
--workspace-name -w : Name of the Quantum Workspace. You can configure the default workspace
