Device used: Mac 15.5 / Chrome
App Component: Money Requests

Action Performed:

1. Go to staging.new.expensify.com
2. Go to workspace chat.
3. Create an expense without category (to have an expense with violation).
4. Go to Reports > Reports.
5. Go offline.
6. Select the report via checkbox.
7. Click dropdown button > Delete.
8. Delete the report.
9. Click Review button, or go to Inbox to access the deleted expense.
10. On mweb, Android or iOS, long press on the deleted report > Select.

Expected Result:

Bug 1: Review button and arrow button on the right should be disabled when the expense is deleted offline.

Bug 2: The expense deleted on Reports should no longer be accessible anywhere.

Bug 3: On mweb, Android and iOS, the report should not be selectable when deleted offline.

Actual Result:

Bug 1: Review button and arrow button on the right are still clickable when the expense is deleted offline.

Bug 2: The expense deleted offline on Reports can still be accessed from Inbox.

Bug 3: On mweb, Android and iOS, the report is still selectable when deleted offline.
On web, the checkbox appears green without checkmark when report is deleted offline.
