Refactored IOU currency to use modal structure (attempt 2)

Explanation of Change

Refactored the IOU currency selection page to use modal structure to avoid modifying the transaction on currency change, and to make sure #62350 does not arise again.

Tests

1. Open App
2. Click on FAB > Create expense
3. Click on Manual tab.
4. Change currency.
5. (Only for Desktop web) Refresh the page and verify that the page resets to default currency.
6. Enter any amount and go to confirmation page.
7. From confirmation page, try to change amount and currency.
8. Verify that the updated currency is reflected correctly.
