Updated Dashboard with all-inclusive features

As GovTool has evolved, the dashboard has not kept pace. There are lots more features, links, and content that are not exposed on the 'homepage'

User story: As any user of GovTool, I want to be able to see all the functionality and connections to Governance in one page so that I may fully take advantage of GovTool and related products in my participation in Governance.

I've had a look and we supply a lot more services to users now than back then. I've compiled them into some smaller cards and put them on the homepage along with some other stuff.

What this also does is respond to several other UX needs:

• The clamour for non-GovTool tools to be included - so we are not a closed shop
• Giving users links into the GovTool dev system and open source repos - so we can invite participation and show that we're truly open source
• Link GovTool better to social media places like Discord, Telegram, etc
• Employ some elements of the new design system.
• Put lots of content above the fold, so users know they can scroll for more
• Separate functions for non-connected users. This shows two things: that people outside the wallet-owning community are welcome, and tells the wallet-owners that this is a fact. It also serves to help welcome anyone outside of the Cardano ecosystem who want to have a look.

That is what I did so far, I have some missing things to resolve like:

• Links to social media + descriptions
• GovTool related links + descriptions
• What should happen after pressing each card (so far I added navigation to specific parts of the app + wallet modal on the wallet connect section)
• useful links - should we stick to the old cards (as on the screenshots) or change to the new ones?
