Adding libldap2-dev libsasl2-dev dependencies for Ubuntu xenial and bionic

Part of StackStorm/st2-packages#674 and StackStorm/st2#5082

Building LDAP requires libldap2-dev and libsasl2-dev as a build dependencies.

Just waiting for more CI checks to be reported from the Docker Hub before merging it.

The build error we got for these new changes is something along the lines:

Merging as /packagingbuild/bionic and /packagingbuild/xenial Docker builds are now passed.
It'll take some time for images to get deployed to Docker Hub after merging.
