GA Migration Postcommit XVR Direct, Flink, GoUsingJava, JavaUsingPython, and PythonUsingJava

As part of the migration of Precommit and Postcommit Jobs from Jenkins to GA in self-hosted runners, this PR contains:

• Migrated and sharded workflow job-postcommit-xvr-direct.yml
• Migrated and sharded workflow job-postcommit-xvr-flink.yml (migrated but failing)
• Migrated and sharded workflow job-postcommit-xvr-gousingjava-dataflow.yml (migrated but failing)
• Migrated and sharded workflow job-postcommit-xvr-javausingpython-dataflow.yml
• Migrated and sharded workflow job-postcommit-xvr-pythonusingjava-dataflow.yml

The migrated workflows were added to CI.md

DO NOT MERGE until the effort to use self-hosted runners is completed #22703
These workflows use base actions listed in #23109 (Dependency)
