[Bug] More than 2 image files kept in meta dir #11202

- I had searched in the issues and found no similar issues.

What's Wrong?
In #9192, we kept 2 latest images for safety reason.
But there is a bug when getting the second latest image file.
It will result in keeping more than 2 image files in FE meta dir, and the journal in bdb can not be deleted on time.
What You Expected?
At most 2 image files are kept.
