Migrate packages/playground to Microsoft.ReactNative

As ReactUWP is deprecated and deleted, Playground will need to be based on Microsoft.ReactNative.

Also it looks like Playground is C++/Cx. So we'll be migrating from that too.

I think I'm just going to have to rebuild the app more or less from scratch.
