This PR removes various education assignment permissions from the Microsoft Graph API permissions configuration as part of a weekly permissions synchronization process.
- Removes the
CopilotConversation.Deletepermission entry from the provisioning configuration - Consolidates education assignment API paths by moving them to existing permission blocks and removing redundant permission definitions
