This PR changes the Peer ID for all Polkadotters bootnodes (Westend, Kusama, Polkadot). The change is required because now I have generated all the keys via subkey and made a backup so bootnodes will always have the same key.

P.S. I am not sure why the diff of the polkadot.json is so big, I tried a couple of editors to make sure I am adding anything extra but the diff is still the same.

Hello, can we move this forward, please? I am sometimes getting ping by people receiving errors due to the misconfigured bootnode so it would be great ti have it fixed :-) Thanks a lot!

@pmensik the updated bootnode will be in present the next release of the polkadot binary. Until then sadly people will continue to see the "bootnode can't be reached log".
