Code Health Use Case

This closes #5238 by creating the Use Case page for Code Health.

The design and copy are developed from Figma. The metadata comes from this file.

Notes

• The QuoteCarousel design includes text without attribution: Figma comment. To support this, a condition has been added to BlockquoteWithLogoBottom to add quotation marks when by is provided.
• To support the link to the Lyft use case on this page, a condition has been added to display a link at the bottom of Blockquote when link and linkText are provided.
• In alignment with other Use Case pages, MDI icons were used to match the icons in the prototype.
• While this was in development, colors on about were updated with Colour and Gradient Improvements #5258. This updated link, icon, and button colors from blue to blurple.
• Similar to Incident response use case #5259, gradient background colors were carried over from Fixing Vulnerabilities and Developer Onboarding to align this page with styling for Use Case pages.
• Highlighting @st0nebraker's comment about the ThreeUpText component in Incident response use case #5259. Happy to incorporate it on the Code Health and Incident Response pages when it is merged!

• Navigate to /use-cases/code-health
• Please check that the design aligns with Figma
• Please check that links work as expected on use-cases/code-health and use-cases
• Please check that meta is correct (location, title, description)

@elzannewentzel, in addition to the Netlify link, the QA feedback should be reflected in Ruttl if you select "Version 2" at the bottom left!

Looking at one of the comments, I would anticipate a final copy update for the "Track and improve code health..." section after this review round.
