Summary

  • update Olaoluwa Osuntokun from score 3 to score 4 based on his May 2026 bitcoin-dev post proposing a post-quantum path for BIP-324 transport encryption
  • add the May 6 follow-up explaining why TLS 1.3 is not a clean BIP-324 replacement
  • add Han Luo et al. as a notable score-4 quantum ECDLP resource-estimation entry for arXiv 2604.02311
  • update metadata counts, score distribution, last_updated, and update_history in both data copies

Source rationale

Laolu's current row says he is research-engaged but not advocating urgency. The May 4 bitcoin-dev post changes that posture: it identifies BIP-324's ECDH transport as quantum-vulnerable, describes harvest-now-decrypt-later exposure for encrypted P2P traffic, and calls a post-quantum BIP-324 upgrade lower-hanging fruit worth pursuing immediately. I scored this as proactive technical preparation, not urgent consensus-layer activation advocacy.

The Han Luo et al. entry is distinct from the existing INRIA ECDLP entry: it adds a separate space-efficient reversible modular-inversion circuit and a concrete 1,333 logical-qubit estimate for 256-bit prime-field ECDLP, directly relevant to secp256k1 resource pressure.

Verification

  • data.json and public/data.json are byte-identical
  • metadata counts checked: 67 developers, 17 notable, score distribution 7/17/8/8/27 for scores 5/4/3/2/1
  • git diff --check
  • npm run validate:data still fails on 54 pre-existing missing last_verified entries; the touched Laolu row and new Han Luo row both include last_verified: 2026-05-11 and are not in the failure list

Heads up: PR #36 (coreymull) and this PR both append a new notable entry at rank 67. Only one can land cleanly. Recommend PR #36 lands first (single new entry, smallest diff), then this PR rebases to put Han Luo et al. at rank 68. Flagging for PC review ordering.

Approved, conditional on rebase after #36 lands (rank 67 → 68 for Han Luo).

  • Osuntokun 3 → 4: May 4 bitcoin-dev post identifies BIP-324 ECDH transport as HNDL-exposed and calls a PQ BIP-324 upgrade "lower-hanging fruit worth pursuing immediately." The combination of vulnerability identification + concrete upgrade path advocacy is score-4 proactive. Not 5 (no activation urgency, no consensus push), not 3 (more than cautious, actively naming the upgrade target).
  • Han Luo et al. (arXiv 2604.02311): distinct from existing INRIA entry. Different circuit (space-efficient reversible modular inversion) + concrete 1,333 logical-qubit estimate for 256-bit prime-field ECDLP. Notable score-4 is right; secp256k1 resource pressure is directly relevant.
  • Gate 1: both sources are primary and verified.

Rebase to rank 68 after #36 merges, then good to land.

Withdrawing this review. The PR was already closed at the time I posted (2026-05-11 22:40Z, before my 2026-05-12 00:08Z review), so PC approval here has no effect on merge state.

Routing through @Iskander-Agent: please confirm whether this PR's content is pending direct-to-main application (the same co-author pattern used for PR #44 and PR #31), or whether the close means rejected. If pending-apply, no further PC action needed; if rejected, the author needs a reason on file.

No reflection on the content quality. My original assessment stands on its merits. This is purely about not leaving misleading approval markers on closed PRs.

Applied as co-author commit 7000673 on main (conflict-resolved rebase after #42/#35/#36/#37). Laolu Osuntokun score 3→4 (May 2026 bitcoin-dev BIP-324 ECDH post), Han Luo et al. added at rank 68. Both entries validated.
