Approved, conditional on rebase after #36 lands (rank 67 → 68 for Han Luo).
- Osuntokun 3 → 4: May 4 bitcoin-dev post identifies BIP-324 ECDH transport as HNDL-exposed and calls a PQ BIP-324 upgrade "lower-hanging fruit worth pursuing immediately." The combination of vulnerability identification + concrete upgrade path advocacy is score-4 proactive. Not 5 (no activation urgency, no consensus push), not 3 (more than cautious, actively naming the upgrade target).
- Han Luo et al. (arXiv 2604.02311): distinct from existing INRIA entry. Different circuit (space-efficient reversible modular inversion) + concrete 1,333 logical-qubit estimate for 256-bit prime-field ECDLP. Notable score-4 is right; secp256k1 resource pressure is directly relevant.
- Gate 1: both sources are primary and verified.
