Release Location Layer Plugin 0.5.1

The ticket tracks the release of the Location Layer plugin 0.3.0. The following changes will be included in the release:

• Updates Map SDK to 6.1.1 #488
• Lowered min SDK to API level 14 to match Map SDK #472
• Fix initialization not setting default modes #458
• Fix source not being re-added when the user switches map styles #483
• Max animation duration added when in tracking mode #430
• Remove invalid Location update check #431

Release checklist

• Change version name to proper release versions in gradle.properties
• Publish artifacts to Maven Central
• Change version name back to -SNAPSHOT
• Update CHANGELOG.md's
• Tag releases in GitHub
• Close the respective plugin milestones

Post-release

• If stable version, update plugin's README file in this repo with the correct version
• Update Javadoc
• If stable version, update the constants.js file in android-docs repo
• Update the version # in the Android demo app @langsmith
• Update the version # in the Store Locator app @langsmith
• Update the version # in Studio Preview @langsmith

I'm investigating why some of the files released on Maven are missing. This will most likely require a 0.5.2 release of the plugin to resolve the issue.
