This PR synchronizes the master branch with the dev branch to add new user on-premises sync behavior permissions and temporarily disable the dev branch trigger for sample publishing.
- Added delegated and application permissions for
User-OnPremisesSyncBehavior.ReadWrite.All - Commented out the dev branch trigger in the Azure pipeline configuration
