Moving this to ready review now that wasmtime 10.0.0 has been released. Before actually merging this we'll want to merge:
And then we should update the git shas referring to these dependencies to be the newly merged commit. |

This updates Spin to wamstime 10.0.
I'm marking this as a draft for now as we'll want to wait until wasmtime 10.0 is officially released before making a decision on whether to merge this.
This also supersedes #1544 (cc @Mossaka - thanks for making those changes!)
