Op-tables just don't sync to OpComps sometimes

Short Description

had an OpComp and an operating table, was unable to perform surgeries.

Reproduction

Spawned as Free Miner Engineer, cap had taken the ship to a ruin. I went in and deconstructed two objects down to the frames - a seed extractor and an operating computer.
I got the OpComp, and set it next to the operating computer on the free miner ship, and tried to Tend Wounds on our dead Captain (they had DC'd, but IC I didn't know and they were not soul depart, so I was intending to revive them and maybe AHelp and see if they could be offered to ghosts).
The surgery menu had no Tend Wounds option.

The OpComp had everything researched, and was next to the table, but I had no special surgeries available when using the drapes. The image enclosed is from after I tried descontructing and rebuilding both to see if that would make it work - it didn't.
I also got a new OpComp board from the station courtesy of an AI shell, and that also did not work.
I am unsure what caused this.
