@ErikSchierboom I'm pretty sure both x-api and configlet can handle deleting the problems key now. I will double-check this today and let you know.

@kytrinyx Okay, I'll go about removing the problems key in the C# and F# track repositories then :)

The **problems** key is deprecated in favour of **exercises**
so it can be removed.

We have confirmation from exercism/DEPRECATED.x-api#137
that it is safe to *delete* the problems key.

The `problems` key has been obsoleted as per [this issue](exercism/DEPRECATED.x-api#137). This has already been succesfully implemented by the [C#](https://github.com/exercism/xcsharp#130), [F#](https://github.com/exercism/xfsharp#224) and [Haskell](exercism/haskell#399) tracks, so API-wise this is a safe action.

Removing the `problems` key also makes it very impossible for people to only add a new exercise in the old, obsolete `problems` key.

Closes exercism#4 trivially because we have no exercises!

Affirm that problems is safe to remove:
exercism/DEPRECATED.x-api#137

This should have no effect on the track since the problems key is
long-deprecated, see exercism/DEPRECATED.x-api#137 for
confirmation.

* Remove deprecated problems key

This should have no effect on the track since the problems key is
    long-deprecated, see exercism/DEPRECATED.x-api#137 for
    confirmation.
* Reorder exercises array to match initial difficulty rankings
* Assign integer difficulties to all ranked exercises
* Adjust difficulty rating and position of grade-school
