Description

This PR cleans up the dependencies in packages/cli based on knip analysis.

Changes

• Removed unused dependencies: @types/update-notifier, color-convert, highlight.js, read-package-up, wrap-ansi.
• Removed unused devDependencies: @babel/runtime, @types/archiver, @types/dotenv, @types/react-dom, @types/tar, archiver, pretty-format, react-dom.
• Added missing dependencies: chalk, ansi-escapes, cli-spinners, hast.
• Updated package-lock.json to reflect these changes.

Verification: Builds successfully and all tests pass.
