fix(core): fix quota footer for non-auto models and improve display

Summary

Fixes an issue where quota usage was not displaying in the footer for specific models (non-auto).

The server returns quota buckets with remainingFraction but sometimes without remainingAmount.
Previously, the code required both fields to be present (bucket.remainingAmount && bucket.remainingFraction != null), so when remainingAmount was missing, the bucket was silently skipped and modelQuotas stayed empty.

Details

• Core Fix: In refreshUserQuota(), when remainingAmount is missing from the server response, we now derive remaining and limit from remainingFraction using a normalized scale of 100.
• Event Emission: Updated emitQuotaChangedEvent() to use public getters (getQuotaRemaining(), etc.) instead of getPooledQuota(), ensuring non-auto models emit quota events.
• Immediate Update: Modified setModel() to reset dedup state and re-emit quota when switching models, providing immediate footer updates.
• Footer UI:
  • Removed resetTime and terse props from QuotaDisplay in Footer.tsx for a more concise "X% used" format.
  • Updated footerItems.ts headers and descriptions for clarity.
• Tests:
  • Added tests in config.test.ts for fraction-only buckets, zero-fraction edge cases, and quota re-emission.
  • Updated Footer.test.tsx and FooterConfigDialog.test.tsx snapshots and expectations to match the new format.
