Fixes #6998

OK for reviewing, But do not Merge

What changes did you make?

  • In schedule-fri-0700.yml remove the "IN_PROGRESS_COLUMN_ID"
  • In add-label.js, refactored the code to retrieve all issues from repo and then added a complementary section to exclude certain labels
  • Same file, added logic to prevent automation from attempting to remove labels that are not present
  • Same file, applied housekeeping to make the console.log()s consistent

Why did you make the changes (we will use this info to test)?

  • The new PBB does not use 'columns'; this will need refactoring
  • The refactoring was needed b/c the new PBB does not recognize columns
  • For consistency in grammar, comment structure, etc.
