To prevent subagents from being too chatty and modifying the main session's topic state, this change disables the `update_topic` tool for all subagents executing via `LocalAgentExecutor`. - Added a check in `LocalAgentExecutor` to never register the `update_topic` tool. - Extended `PromptProvider.getCoreSystemPrompt` to accept a `topicUpdateNarrationOverride` flag, which overrides the global configuration. - Configured `GeneralistAgent` to disable topic update narration using this new override.

The logic for determining if topic update narration is enabled should ideally be more robust by also checking if the update_topic tool is actually present in the tool registry. Currently, if a subagent uses the core system prompt and the user has enabled topic updates in their configuration, the prompt will include instructions for a tool that has been explicitly blocked in LocalAgentExecutor. This can lead to model errors when the subagent attempts to call a non-existent tool.
While the topicUpdateNarrationOverride parameter allows manual disabling, making this check automatic (by verifying the tool's presence in enabledToolNames) would ensure correctness for all subagents without requiring manual overrides in every agent definition.
