This commit gets basic module support down. It creates a go.mod file in the /sdks subdirectory and updates the go version used by gogradle to 1.16.5.
/v2/ is required to be at the end of the go module path because Beam is in version 2. This required changing all module-aware usages of the Go SDK packages to use the updated path.
Proto generation was broken from the Go module suffix change to /v2. This fixes that, as well as updates the version of protoc-gen-go used, updates proto generation instructions to be accurate with modules, and regenerates all the protos. Note that this latest version of protoc-gen-go seperates GRPC generated code into separate files with the suffix _grpc.pb.go.
Fixing broken tests I missed, adding a missing license file to go.mod, and further documentation updates.
`google-auth` recently published a 2.0.0 release which removed support for Python 2.7. `google-auth` now requires Python >=3.6. No other breaking changes were made. You can see the full list of changes [here](googleapis/google-auth-library-python@560cf1e). I am opening PRs to expand google-auth version ranges for packages that meet either of the following criteria: * Package has >10,000 monthly downloads as of June 2021 * Package is owned by a Google team `google-auth` is a dependency of many different libraries that interact with Google APIs. Increasing the time and number of packages with compatible pins on `google-auth` lowers the chance end developers who use multiple libraries will see dependency conflicts. If possible, please do not require `google-auth>2.0.0` until this issue is resolved googleapis/google-cloud-python#10566, as that will further reduce the likelihood of diamond dependency conflicts.
